Subject: MS OBSERVATIONAL STUDY – MARCH, 2011 UPDATE

I am writing to provide you with an update on the progress we are making in Alberta to support research into the safety and effects of venous procedures, including the “Zamboni treatment”, for people with multiple sclerosis.

As you are aware, on December 16, 2010, I announced the Alberta Government would provide up to $1 million for a 3-year observational study. Currently, a team of 13 researchers from the University of Calgary and University of Alberta are conducting the study, in collaboration with
other experts. Dr. Luanne Metz, from the University of Calgary Hotchkiss Brain Institute, is the principal investigator.

An important step in the development of any research study is an ethical review to ensure the project is of high quality and in compliance with laws and other requirements for research involving human subjects. The research team has submitted their research proposal for ethics
approval. A decision is expected soon.

In the meantime, work has started on a secure database and website to support the project. The website will provide general information on the observational study, inform prospective participants about the study (e.g. enable viewing of questionnaires and the consent form prior to
agreeing to participate), serve as an interactive site for study participants, and update stakeholders on study progress. Testing of the website to make certain it is user-friendly and reliable is underway. The research team anticipates launch of the website in late April and
enrolment of participants in the study starting in late May.

Albertans who received the “Zamboni treatment” in another country, those who are scheduled to receive it, and other Albertans with multiple sclerosis will be eligible to participate in the observational study.

Alberta’s 3-year observational study will contribute to the pool of information used to determine whether to move forward with future clinical trials on this new experimental venous treatment. You may recall I have committed that Alberta will fund clinical trials if and when a trial is brought forward and deemed safe and ethical to proceed.

I hope this update is helpful. Thank you for your support as we move forward with this
important work.

Sincerely,

(Signed)
